3rd ITMS General Assembly in Heidelberg: Progress in National Greenhouse Gas Monitoring

The third ITMS General Assembly took place from September 23 to 25, hosted by Heidelberg University.

The Integrated Greenhouse Gas Monitoring System for Germany (ITMS) is being developed to provide a clear and verifiable overview of the country’s emissions and sinks for the long-lived greenhouse gases CO₂, CH₄, and N₂O. From September 24 to 26, 2025, researchers and project partners, guests from Germany and abroad,  as well as representatives from the research and transport ministries, gathered  for the third ITMS General Assembly, hosted at Heidelberg University.

During the three-day meeting, participants shared the latest research results, discussed open questions, and explored the next steps for the project. Alongside presentations and poster sessions, the event offered plenty of opportunities for informal exchange and interdisciplinary discussion. About 100 experts from 28 institutions contributed, covering topics from greenhouse gas measurements and modeling to national emissions reporting. A major focus was strengthening collaboration between the ITMS modules and developing joint strategies.

The international scientific advisory board contributed to the discussion and supported the development by providing external advice. The keynote speakers provided additional input and presented different perspectives on key topics. The Federal Ministry for Research, Technology and Space (BMFTR) and the Federal Ministry of Transport (BMV) appreciated the work and the achieved progress of ITMS.

Funded by the BMFTR (former Federal Ministry of Education and Research) since December 2021, ITMS focuses on three core areas: greenhouse gas measurements, inverse modeling for source attribution, and the analysis of sources’ and sinks’ processes. The project aims to build an operational system that supports Germany’s greenhouse gas reporting for the United Nations Framework Convention on Climate Change (UNFCCC) and contributes to a solid scientific basis for climate action.
