ITMS presents at the IG3IS Stakeholder Consultation and User Summit

The Integrated Global Greenhouse Gas Information System (IG3IS) brought together scientists, policymakers, and business representatives at its Stakeholder Consultation and User Summit in late April 2026. The three-day event underscored a growing consensus: atmospheric greenhouse gas monitoring has matured to the point where it can meaningfully support climate policy but getting data into the hands of decision-makers remains a central challenge.
 

From measurements to decisions
The science is strong; now it needs to scale. This message framed the opening remarks by Paolo Laj, Head of the Global Atmosphere Watch (GAW) Programme, and IG3IS Chairs Jocelyn Turnbull and Felix Vogel. Turnbull highlighted that emissions information must be "actionable" across scales, from global stocktakes down to individual facilities, and that atmospheric observations are increasingly able to verify what inventories report. New IG3IS good practice guidelines are currently being developed for both facility-scale methane quantification and landscape-scale CO emissions and removals.

For ITMS and Germany Andrea Kaiser-Weiss and Jennifer Müller-Williams from the German Meteorological Service (DWD) attended in person, contributing to the "Solutions for Policy" session and also presenting ITMS at the Marketplace of Ideas. Project Lead Andrea Kaiser-Weiss presented on behalf of all consortium partners, highlighting 13 Lessons Learnt from the experience of building and developing the Integrated Greenhouse Gas Monitoring System for Germany (ITMS). Jennifer Müller-Williams’ talk focussed one of those lessons, namely the development of stakeholder and user engagement as an integral part of the ITMS success. Christian Mielke and Lukas Häffner from the German Environment Agency (UBA), the national greenhouse gas reporting agency, participated as online panellists.

 

 

The event fostered lively discussions on the latest developments at the science-user interface, created opportunities for networking and collaboration, and further strengthened connections between the atmospheric science community and the users of atmospheric observation-based information.
